Toolforge API

[Toolforge](https://toolforge.org) is a free [platform as a service](https://en.wikipedia.org/wiki/Platform_as_a_service) for Wikimedia contributors. It provides web servers, data access, job management, and other features to help developers maintain tools and bots. For authentication, the external server only accepts [deploy tokens](https://wikitech.wikimedia.org/wiki/Help:Toolforge/Deploy_your_tool#Create_the_deploy_token), you can still access non-authenticated endpoints. The internal server accepts also the internal toolforge kubernetes certificates for authentication. Adding more authentication methods for the external server is in progress.
